Regarding this, what is a jitterbug concrete tool? Tampers (sometimes called Jitterbugs) push the coarse aggregate in the concrete below the concrete surface and consolidate the concrete. Most tamping is done with the finisher standing in the wet concrete-though there are roller tampers that can be used from outside the forms.
Actually, using the jitterbug is not recommended unless the slump of the concrete is less than 3 inches or the concrete is made of lightweight aggregate. Otherwise using the jitterbug could contribute to scaling, not prevent it.
